அந்த நாளுக்கு ஆயத்தப்பட்டிருக்கவேண்டும் என்று சகல ஜனங்களுக்கும் கூறி அறிவிக்கிறதற்காகக் கொடுக்கப்பட்ட கட்டளையின் நகல் இதுவே, இது ஒவ்வொரு நாட்டிலும் பிரசித்தம்பண்ணப்பட்டது.
