ராஜாவுக்குச் சம்மதியாயிருந்தால், வஸ்தி இனி ராஜாவாகிய அகாஸ்வேருவுக்கு முன்பாக வரக் கூடாது என்றும், அவளுடைய ராஜமேன்மையை அவளைப்பார்க்கிலும் உத்தமியாகிய மற்றொரு ஸ்திரீக்கு ராஜா கொடுப்பாராக என்றும், அவரால் ஒரு ராஜகட்டளை பிறந்து, அது மீறப்படாதபடிக்கு, பெர்சியாவுக்கும் மேதியாவுக்கும் உரிய தேசச் சட்டத்திலும் எழுதப்படவேண்டும்.

“எனவே அரசனுக்கு விருப்பமானால், நான் ஒரு கருத்தைக் கூறுகிறேன். அரசன் ஒரு அரச கட்டளையைக் கொடுக்கலாம். அது பெரிசியா மற்றும் மேதியாவிற்குச் சட்டமாக எழுதப்படலாம். பெர்சியா மற்றும் மேதியாவின் சட்டங்கள் மாற்ற முடியாதவை. வஸ்தி மீணடும் அரசன் அகாஸ்வேருவுக்கு முன்னால் வரக்கூடாது என்பதுதான் அரச கட்டளையாக இருக்கவேண்டும். அதோடு அரசன் அவளைவிடச் சிறந்த பெண்ணுக்கு இராணியின் உயர் இடத்தைக் கொடுக்கவேண்டும்.

எனவே, அரசே, உமக்கு நலமெனப்படின் தாங்கள் ஆணையொன்று பிறப்பிக்க வேண்டும். அவ்வாணை பாரசீக, மேதியச் சட்டங்களில் நிலையாய் இருக்கும்படி எழுதப்படல் வேண்டும். அரசராகிய தங்கள் முன் வஸ்தி இனிவருதல் கூடாது. அவளது அரசுரிமையை அவளைக் காட்டிலும் சிறந்த ஒருத்திக்குத் தாங்கள் கொடுப்பீராக!
