நாடுகளின் சகல அதிகாரிகளும், தேசாதிபதிகளும், துரைகளும், ராஜாவின் காரியங்களை நடப்பிக்கிறவர்களும், யூதருக்குத் துணைநின்றார்கள்; மொர்தெகாயினால் உண்டான பயங்கரம் அவர்களைப் பிடித்தது.

மொர்தக்காயைப் பற்றிய அச்சம் மன்னரின் அலுவல்களில் உதவி செய்கின்ற மாநிலத் தலைவர்கள், குறுநில மன்னர்கள், ஆளுநர்கள் அரச ஊழியம் செய்வோர் அனைவரையும் ஆட்கொள்ள அவர்களும் யூதருக்கு உதவி செய்யலாயினர்.
