அதிபதியானவன் ஜனத்தை இடுக்கண் செய்து, அவர்களின் சொந்தமானதற்கு அவர்களைப் புறம்பாக்கி, அவர்களுடைய சுதந்தரத்திலிருந்து ஒன்றும் எடுக்கலாகாது; என் ஜனத்தில் ஒருவரும் தங்கள் சொந்தமானதற்குப் புறம்பாக்கப்பட்டுச் சிதறடிக்கப்படாதபடிக்கு அவன் தன் சொந்தத்திலே தன் குமாரருக்குச் சுதந்தரம் கொடுக்கக்கடவன்.

அதிபதியானவன் மக்களை பறிமுதல் செய்து, அவர்களின் சொந்தமானதற்கு அவர்களைப் வெளியாக்கி, அவர்களுடைய சொத்திலிருந்து ஒன்றும் எடுக்கக்கூடாது; என்னுடைய மக்களில் ஒருவரும் தங்களுடைய சொந்தமானதற்கு வெளியாக்கப்பட்டுச் சிதறடிக்கப்படாதபடி அவன் தன்னுடைய சொந்தத்திலே தன்னுடைய மகன்களுக்கு சொத்து கொடுக்கவேண்டும்.

அதிபதி தன் ஜனங்களின் நிலத்தை எடுத்துக்கொள்ள முடியாது. அல்லது அவன் அவர்களைப் பலவந்தமாக நிலத்தைவிட்டு வெளியேற்ற முடியாது. அவன் தன் சொந்த நிலத்தையே தன் மகன்களுக்கு கொடுக்க வேண்டும். இவ்வாறு எனது ஜனங்கள் தம் நிலத்தை இழக்கும்படி பலவந்தப்படுத்தப்படமாட்டார்கள்.”

தலைவன் மக்களை அவர்களின் உடைமைப் பகுதியிலிருந்து விரட்டியடிக்கவோ அவர்களின் உரிமைச் சொத்தில் எதையும் எடுத்துக் கொள்ளவோ கூடாது. அவன் தன் உடைமையிலிருந்தே தன் புதல்வருக்கு உரிமைச் சொத்தை வழங்கவேண்டும். அதன்மூலம் என் மக்களில் எவனும் அவனது உரிமையிலிருந்து பிரிக்கப்படாமலிருப்பான்.
