நீ எருசலேமிலிருக்கிற எல்லா ஜனங்களுக்கும் மாசெயாவின் குமாரனாகிய செப்பனியா என்னும் ஆசாரியனுக்கும், மற்ற ஆசாரியர்களுக்கும் உன் நாமத்திலே நிருபத்தை எழுதியனுப்பினது என்னவென்று இஸ்ரவேலின் தேவனாகிய சேனைகளின் கர்த்தர் சொல்லுகிறார்.

சர்வ வல்லமையுள்ள இஸ்ரவேலரின் தேவனாகிய கர்த்தர் கூறுகிறார்: “செமாயா, எருசலேமிலுள்ள அனைத்து ஜனங்களுக்கும் கடிதங்களை அனுப்பினாய். மாசெயாவின் மகனான செப்பனியா ஆசாரியர்களுக்கும் கடிதங்களை அனுப்பினாய். நீயும் அனைத்து ஆசாரியர்களுக்கும் கூட கடிதங்களை அனுப்பினாய். அக்கடிதங்களை நீ கர்த்தருடைய அதிகாரத்தால் அல்லாமல் உனது சொந்தப் பெயரில் அனுப்பினாய்.

இஸ்ரயேலின் கடவுளாகிய படைகளின் ஆண்டவர் இவ்வாறு கூறுகிறார்; நீ உன் பெயரால் மடல்கள் எழுதி, எருசலேமில் இருக்கும் எல்லா மக்களுக்கும் மாசேயாவின் மகனும் குருவுமான செப்பனியாவுக்கும் மற்ற குருக்கள் அனைவருக்கும் அவற்றை அனுப்பி வைத்துள்ளாய்.⒫
