மேதியாதேசத்தின் ராஜாக்களும் அதின் தலைவரும் அதின் சகல அதிகாரிகளும் அவரவருடைய ராஜ்யபாரத்துக்குக் கீழான சகல தேசத்தாருமாகிய ஜாதிகளை அதற்கு விரோதமாக ஆயத்தப்படுத்துங்கள்.
