ஜனத்தில் ஏழைகளான சிலரையும் நகரத்தில் மீதியான மற்ற ஜனத்தையும், பாபிலோன் ராஜாவின் வசமாக ஓடிவந்துவிட்டவர்களையும், மற்ற ஜனங்களையும் காவற்சேனாதிபதியாகிய நேபுசராதான் சிறைகளாகக் கொண்டுபோனான்.

நேபுசராதான், தளபதி, எருசலேமில் மீதியாக இருந்த ஜனங்களைக் கைதிகளாகச் சிறைபடுத்தினான். பாபிலோன் அரசனிடம் சரணடைந்தவர்களையும் அவன் அழைத்துக் கொண்டுப்போனான். எருசலேமில் மீதியாக இருந்த கைவினைக் கலைஞர்களையும் அவன் அழைத்துக்கொண்டுப்போனான்.

மெய்க்காப்பாளர் தலைவர் நெபுசரதான் ஏழை மக்களுள் சிலரையும், நகரில் எஞ்கியிருந்த மக்களையும், பாபிலோனிய மன்னிடம் சரணடைந்திருந்தவர்களையும், விடப்பட்டிருந்த கைவினைஞரோடு சேர்த்து நாடுகடத்தினான்.
