அந்தச் சட்டம் எழுதப்பட்டது. ஏனென்றால், அந்த ஜனங்கள் இஸ்ரவேல் ஜனங்களுக்கு தண்ணீரும் உணவும் கொடுக்கவில்லை. அந்த ஜனங்கள் இஸ்ரவேல் ஜனங்களை சபிக்கும்படி பலாமுக்குப் பணம் கொடுத்தனர். ஆனால் நமது தேவன் அச்சாபத்தை ஆசீர்வாதமாக மாற்றினார்.
