மேலும் அம்மிருகத்தின் சொரூபம் பேசத்தக்கதாகவும், மிருகத்தின் சொரூபத்தை வணங்காத யாவரையும் கொலைசெய்யத்தக்கதாகவும், மிருகத்தின் சொரூபத்திற்கு ஆவியைக் கொடுக்கும்படி அதற்குச் சத்துவங்கொடுக்கப்பட்டது.

மேலும் அந்த மிருகத்தின் உருவம் பேசத்தக்கதாகவும், மிருகத்தின் உருவத்தை வணங்காத எல்லோரையும் கொலைசெய்வதற்காகவும், மிருகத்தின் உருவத்திற்கு சுவாசத்தைக் கொடுக்கும்படி அதற்கு அதிகாரம் கொடுக்கப்பட்டது.

முதல் மிருகத்தின் உருவச் சிலைக்கு உயிர் கொடுக்கிற வல்லமை இரண்டாவது மிருகத்துக்குக் கொடுக்கப்பட்டது. பிறகு அந்த உருவச் சிலையால் பேசவும், அதை வணங்காதவரைக் கொல்லும்படி மக்கள் அனைவருக்கும் ஆணையிடவும் முடிந்தது.

அச்சிலையைப் பேசவைக்கவும் அதனை வணங்காதவர்களைக் கொலை செய்யவும் அதற்கு உயிர் கொடுக்குமாறு இரண்டாம் விலங்குக்கு அனுமதி வழங்கப்பட்டது.
