நீ கண்ட பத்துக் கொம்புகளும் பத்து ராஜாக்களாம்; இவர்கள் இன்னும் ராஜ்யம் பெறவில்லை; இவர்கள் மிருகத்துடனேகூட ஒருமணி நேரமளவும் ராஜாக்கள்போல அதிகாரம் பெற்றுக்கொள்ளுகிறார்கள்.

“நீ பார்த்த பத்துக் கொம்புகளும் பத்து அரசர்களாகும். இந்தப் பத்து பேரும் இன்னும் தம் இராஜ்யங்களைப் பெற்றுக்கொள்ளவில்லை. எனினும் இந்த மிருகத்துடன் சேர்ந்து ஒரு மணி நேரம் ஆள்வதற்கு உரிய அதிகாரத்தைப் பெற்றுள்ளார்கள்.
